does heavy artillery come into play only during assaults on fortified positions and forts, or do they have a more passive effect which occurs even when no attacks are being carried out. i.e. are the forts being shelled even though you're not assaulting every turn?

Yes, every artillery count for siege, defending ones too. The result of a modified roll alters how the siege is sustained.

When you have a siege gun in your division you gain the siege symbol (red pentacle) showing that you have besieger feature (level 1 I think).

thanks guys. i had figured as much but hadn't really seen any obvious signs that the seige guns were "working"
