Coastal Artillery only on Coast?

This is probably a self-evidently stupid question - but can 'Coastal Artillery' only be used on the coast. In my first game I thought it would be great to emplace the unit at US-captured Ft Island 10; but IIRC the unit had too much range or something...

As far as I know coastal artillery works fine for rivers too.

The 'bombard passing ships' was grayed out - that's where I got the 'help' about either not 'emplaced' or 'too much range' or something. I should have noted that in my post.

I thought the bombard enemy ships was greyed out for all forts because it was considered automatic? If this is the case then as the guns were in place at the desired fort the fact that it was now greyed out would be appropriate ... by the way I also build coastal batteries to shore up those forts once I captured them so I hope they work although the CSA has not challenged my river supremacy much ... their ironclads are very active in the gulf coastal regions eventhough I am inactive in this region.
