1.07 Erie Canal Issue

Started a new game with 1.07. I am unableto move the Erie Scounting Squadron out of Lake Erie as I have been able to do in the past.

I have Never been able to move those units out ??? How /Where do you get them out ?

You can usually only move one unit, Erie Scounting Squadron. I just drag that one unit to Pittsburgh and it goes there.
