question regarding brown water blockade

it says, as an example, that you need at least two units to blockade the james. Does this mean two sections? or two units? What about an blockade fleet, does this count as the average of 4 to 6 units you need in other places?

It's individual units. A scouting squadron is as effective as a blockade squadron.

The number of elements in each unit does not matter.

Are you sure about that? I seem to recall that "units" in this case does refer to "elements", so that, for example, of the tool tip says "you need two units..." one unit with two elements will suffice?
