Static units

What are these "static units? The tool tip says they won't move outside their region, but I can't get them to move outside St. Louis. Are they forever stuck in St. Louis?

Some units represent local militia that cannot move.

Well then, what's the difference between "fixed" and "static"?

"Fixed" may be released by event or when attacked or after a certain number of rounds. "Static" are there for good.

Well that is until they chance to regulars and then can be moved.

What determines whether a milita will be static or not when you build them?
Thanks everyone for the quick responses. I couldn't find "static" listed in any of the manuals or FAQ's, making this game extremely difficult to play for no good reason. For a long time I didn't even know they were "static". They just mysteriously wouldn't move.

When you build them, they can move freely. Only scripted militia reinforcements are static/fixed ...

Im not quite sure about that. When I have bought loads of militias some of them seems to be fixed like the game wants to put a limit on how many militias that can be built in one state. I might be wrong and those units that have been static has come through event just that I haven't seen it.
