Supply Stocks

Ok, maybe I'm a moron.....I've searched both the manual and
this forum for an answer to this.

When you place the mouse over a city, the tooltip mentions,
among other things, something called supply stocks followed
by a number, i.e. 70/135

Can anybody tell me what this number represents?
