One Star generals

Hurray! I finally received AACW.
Now for dumb questions.
What am I missing about one star generals? The manual states they have 4 CP points. Yet in the game, they apparantly have 2 CP points. Unfortunately, the smallest brigade starts at 3 CP points. And even more mystifying, I used one star generals to create divisions and what use to be 3 CP points for a single brigade is now 4 CP points.
Am I missing something? I can't believe one star generals can't even command a brigade much less a division. I have tons of one star generals. I assume there is a smart way to use them but commanding brigades and divisions doesn't appear to be it. Help!

Generals outside an army/corps structure have their CPs halved.
Divisions always require 4 CP, no matter the size. If you add a second 1-star to the division's stack, you'll get the 4 CP you need to avoid a command penalty.
Note that with a corps commanded by a 2-star, you'll usually have something like 16 CP available, which e.g. will accomodate 4 divisions without any penalty.
As for the ton of 1-stars, use them to command whatever you want commanded, divisions, brigades, independant stacks and garrisons of various sizes, but you may need to accept a small command penalty in some cases. Usually, I don't care too much about it, since a 1-star with a full division has a 10% penalty, which isn't that bad, all things added.

Thanks Rafiki! I was surprised that the CP's were 2 rather than 4. I need to get armies and corps set up.

Ok, I finally have an army HQ in the west and used it to form Fremonts Army.
Fremont is located in Louisville. Grant with his division is in Lexington. So Grant is 2 regions from Fremont and in Fremonts command range. Both Fremont and Grant are active. Grant is a 2 star general with seniority of 3 and currently commanding a division. I currently have 87 money, 18 conscripts and 147 war supplys.
Any idea what-so-ever why the corps selection is greyed out and I am not allowed to make Grant a corps commander????
-Grant is not already a corps or army commander
-There is an army in the vicinity
-Fremont has no corps, so is not at max corps capacity
-Grant is a 2 star general
Lack of money/conscipts/war supplies is not listed as a possible reason, but it seems 87 money/18 conscripts and 147 war supply should be enough.
Any ideas before I get too irritated............

Ok, I just broke down Grant's division and it allowed me to make him a corps commander....

Meh, don't feel bad. That one got me too. Not to mention I am still having issues getting my head around the best way to form units. I just learned unless you have at least around 5 combat units, it isn't normally efficient to spend the resources to form a Division.
Bottom line- there is a lot to learn in order to keep from making a fool of yourself with this game.

Actually, I should rephrase, unless you have units that use 5 or more Command Points (5 militia, 2+ Brigades, 5 artillery, 1 Brigade 2 Artillery 1 Militia, etc.) it isn't worth while to create a division. If you have a brigadier, and a brigade, it is better to imbed the brigadier and brigade together, as a leader for the brigade rather than creating a division (the brigade gets tougher with the leader bonus, but remains at its original CP level).

That's kinda harsh, considering that it'd make each and every one of us a fool
(I'm working on something that allows us to pool our knowledge of everything, though
