Militia needing time to form?

This may be a daft question but why do some militia appear on the map fully formed and ready to go yet others have a padlock and need time to gain cohesion like a regular unit?

I have also noticed a difference in time for readiness, I wonder if it has to do with what city they show up in, number of other untis raised in the same map square, supply level, etc.
I have noticed some units that wont move even though they aren't padlocked and are at full strength, I think these were always units raised by states in response to raids though (and they were militia: perhaps another potential source for confusion).
One thing that has confused me in the past is when a volunteer militia regiment pops up fully formed and I mistake it with one I recruited.

1)Loyalty has a heavy influence on the time it takes any unit to form up. This is particulary evident in MO for both sides, depending on what events have fired.
2) The auto-volunteer militia and those raised in reaction to raids both are a model with a movement vaule of 0, meaning that they are stuck where they're raised. They are still eligible to be converted to conscript infantry (7% chance) which does allow them to move.

You can get a bonus of up to +0.5 cohesion point a day if you have a 100% loyalty in the region.
