Is there any reason not to emancipate?

Through emancipation (playing as the Union) I should get 150 VP, 5 NM, and I should lower chance of foreign intervention. Why should I decide not to emancipate?

I ran into that last night. If I understand correctly, the dilema in real life (put into game terms) was that border states loyalty may drop.

Any risk of this in AACW?

If I remember correctly, emancipating to early (ie while the CSA looked like it was winning (before Antietam) or could still win (before Gettysburg)) would have looker like a last resort measure, showing the desperation of a Union in dire straits --> loss of national moral, loss of loyalty in bordering states, etc....

This is why it was postponed till after Gettysburg IRL.

so I guess there should be a minimum national moral to reach before being allowed to activate this political decision, say 120 ?

If activated too early, this should provoke a loss in NM, and a surge in confederate NM...

One option would be to say the declaration needs to follow within two turns of a Union victory that results in a NM boost, otherwise it has a negative impact...

The Emancipation Proclomation was issued after Antietam, and went into effect on 1 January 1863.

Well if you are about to lose Richmond, you better move it or take a "massive" NM loss...

That happens automatically around the historical date at no cost. You must not have played very much if you haven't come across that yet.

You can't declare it before late 62 and only if you have a morale high enough.

Side effects: you lose loyalty in the border states, as historical.

80 Morale strikes me as a little too easy for the USA to achieve. I'd suggest 100 as a more fair level.
