Loyalty Question (Union Apr 61)

How does one improve the loyalty of Kentucky and Missouri areas??? Playing 1.02 as the Union and its now Aug 62 and my ave loyalty in Kentucky is 7% (stayed in the Union) and Missouri is 38% both states have had all cities garrisoned (at least one militia) since capture (Missouri was secured by the end of 1861, Kentucky by Apr 1862). I have lost no objective cities and very few battles and yet my loyalty is falling across the Union. My national moral is at 139 and his is in the 79. Its making my supply lines almost unmanageable due to the military control of the rails returning to Confederate hands.

Are you using the Domestic Policies screen to move the loyalty? You can also put units in garrison for the local martial law effect.

Yes to both. I placed Ky under martial law from the loyalties screen and my ave support went from 7% to 0%. Is there a min size for local martial law to have an effect? Also I just got a message that my support in Jefferson KY has increased to 28%, but when I look at the display the loyalty is only 13%.

I have also got the feeling that martial law dont work properly. I had martial law in WV as the confederates but that didn't move their loyalty for many turns (some 5-6 turns I think) but it could have been a too short time in effect to show any result.

The most common error is to think that you can apply a domestic policy if you don't control a region :)
You need to have 51%+ military control to apply the policy to a region.

I have at least 51% military control in over half the states in question and loyalty continues to fall. Do militia units count for local martial law?

Militia are ok but don't expect much from martial law when it comes to switching loyalty.
If the loyalty fall overall, then it can means that you have lost some strategic towns.

What I propose: write on a piece of paper 3-4 regions where you see that the loyalty fell from one turn to another, then send me the whole save (including backups) in a single ZIP, and I will tell you why.
