April 19th when Lincoln issued a blockade order of all southern ports ?- this is the closest Lincoln came to declaring war - for him, declaring war would mean recognizing the CSA as a foreign nation, but the blockade recognized the unified threat.
Or the 15th, when Lincoln raised militia ordering them to retake seized Federal property?

Interesting point about Fort Pickens; I wasn't aware of it before. But I wouldn't count the secession of South Carolina. There's nothing inherently violent or warlike about the decision to secede.
