Virginia can build 12 Brig class ships, after these are build and 6 are destroyed can you than rebuild those 6 up to the max of 12 again (provided you have the resources)?

When you construct a fort, you consume two supply units and two artillery units. Can you rebuild those units? or are they permanently substracted from your building limit?.

Also will the firepower of the forts artillery in any way be determined by the type of artillery used in it's construction? (like six pounder artillery units resulting in a forts with less firepower than a fort constructed with two units of 20 lb Parrotts)

yes, the force pool system is the current limit, but a unit destroyed is always rebuildable (we will see to make this wrong when an out of supply, elite force, is destroyed in a world war II game ).

For simplification sake, a fort equals to another of the same level, whatever the artillery type actually used. We do plan in the future to change that by adding an intrinsic force to forts, representing the guns 'used'.

Would it be possible to strip a fort of men and guns?

no, you can destroy a fort, but you won't recover the guns back. The guns are 'spent' when you build a fort, this is the abstracted cost to build one.
