Manufactories are handled at the State level, ie you can invest in each state, from low industrialization to high industrialization, so that the production is boosted. You don't choose to open an Ironwork in Alabama, but chances are that the bigger cities will have more often the result of your investments. This is not a civilization-like development process which would not fit with how industrialization developped (or not!) in the USA during this period (and this help reduces micro-management, as the economic segment can be handled in 5 mn each turn).
Locomotives and riverine transports are buildable, they go in the corresponding pool (no actual counter on map), and allows you to move troops faster or transport better your supply.
Ironclads, riverclads, riverine gunboats, blockade runner, merchant raider, transport ships, steam frigates, wood frigates, war sloops, brigs, etc. are all ships categories and are actual counters that you can buy from the centralized buying interface.
