The Atlantic Ocean freezes over in winter?

It's early December 1861, and an out of supplies Union Blockade fleet can't go to New York or Baltimore harbor without first sailing up to the Hudson Bay because the sea zones north and west of the Atlantic blockade box are frozen over.
Is this WaD?

Yes, the message is semi-generic. Consider it to mean that there are bad storms raging in those sea regions and sail around them. You might consider checking if Boston would be a viable alternative, or Baltimore.
