Sailor Reinforcements

Another thing that I don't understand is the function of sailor reinforcements in the game.

I believe that naval engineers help naval units get back to full strength more quickly.

Do sailor reinforcements do something similar, or are they just cannon fodder garrisons that you can put in a port behind your front lines?

Sailors have the Pontooner ability, and thus help a stack they are in cross rivers faster. They are sort of "weak Marines" :blink:
