Union NM needed for EP

What the title says - I've seen it before, but can't remember: does Union NM need to be at 80 or 90 NM for the Emancipation Proclamation?

I think the EP can be issued at 80 NM, but am unsure. It's not in readily available dox, as far as I can tell.

At least in the latest USA events list the condition is:
EvalMorale >|80
No I'm not sure does it mean >=, or >80, but it definitely is not 90.

Through Emancipation Proclamation (playing as the Union) you get 150 VP, 5 NM, and you should lower the chance of foreign intervention.

You can't declare it before late 1862 and only if your National Morale is high enough (>80). Side effects: You lose loyalty in the border states, as happened historically. ;)

Well, the only unsurety is whether 80 is enough, or must be greater than 80. I think 80 is sufficient, I believe.

Yeh, I thought it was off limits before Sept 62 regardless.
