I am currently revisiting the ACW game and I am a bit frustrated by the chain of command. I have started the campaign with the early 1861 start.
First I cannot seem to create divisions. What are the conditions that enable to create divisions? The manual has no details on that and the wiki is not very much more informative.
Also I cannot create corps but this I guess, is because it is too early in the war, but I did not find any information on when corps become available.
Is there a detailed source of information concerning the creation of divisions and corps?
Any help appreciated.

Hi Pat22! 
As Gray has said, you will read in ACW updates.rtf that divisional formation has been restricted until after 1861/10/01, since 1.14 patch. In addition, at that time the USA can create up to 60 Divisions and the CSA can create up to 30 Divisions.
Regarding to Corps, you must wait until March 1862.
