Cycling Through Active Units Only?

Is there a way to cycle through only active units and bypass those units that are temporarily or permanently immobile?

Cycle through land forces. Simultaneously press Ctrl to skip units who are not moving.
T/Y
Cycle through naval forces. Simultaneously press Ctrl to skip units who are not moving.

'S' will put a unit on Sentry duty and won't be included when you scroll with those keys, finding that recently saved me a lot of time.
