Activation of Generals

Just to make sure I'm not misunderstanding the options for activation rules:
Checking the leftmost box in the Activation Rules (Options / Game) allows those Generals who were not activated to MOVE without penalty. They still cannot go on the offensive, correct?

Yes, indeed. While a general is not activated, he can not make offensive actions during that turn, but he can defend itself if attacked.

When you go with EASY settings on activation rule, the general is always activated. It means, no movement penalties, no combat penalties and can always attack. Personally, I do not like this option because it feels a bit ahistorical.

I selected the "easy mode" (i.e. Leftmost box in the Activation rules). However, when playing the Bull Run scenario (1st turn) the units under Mcdowell were not activated, and attack posture was not available.
This lead me to believe that "easy mode" only removes the movement penalty for Generals who were not activated (i.e. They still cannot assume an attack posture).
