Building Supply Depots

Am I correct in believing that a supply depot of level two or greater cannot be built with units in this game? It seems no matter how many transports or supply wagons are in a city, they cannot build a level 2 depot.

It is odd that in my current game, I occasionally go to blow up a depot and get a mouse-over tip saying "cannot blow up a depot of level 2 or greater", even though I know it is a level 1 depot (Harper's Ferry was one of them?). I'm later able to assign a unit to blow it up. Odd.

Most likely you try to perform that action with a leader that is inactive.

I've seen this mouse roll over message too, even when I had the unit(s) appropriate for capturing or destructing the depot in the region. It is odd, given the Wiki says there are only level one depots.

I would have a leader in the stack, and if he was inactive, I'd remove him from the stack, or pull a combat unit out of the stack, and try with that unit, and get the same mouseover message. Later, I am able to trash the depot.
I'll try to pay a bit more attention next time this happens.

I haven't played in awhile and installed the 1.15 patch. There seem to be some changes to Depots / Forts:

- only one (1) Supply Wagon or one (1) River Transport is required to build a Depot (instead of the previous two (2) required units)
- as before, two (2) Ocean Transports are required to build a Depot
- one (1) Supply Wagon plus four (4) Arty units are required to build a fort (instead of two (2) Supply plus four (4) Arty)
