Army Commander and Recruiting

I noticed that Banks (?... the three star Union recruiter) lost his recruiting effect when put in command of an army and placed inside St. Louis.

Not sure if this is WAD, or an unintended effect of merging a leader with a unit/army.

Many thanks for a quick response. I don't have a saved game file. If it were a bug, I suspect I could crank out a new game that reproduced it

Oops, false bug, sorry. As it turned out, St. Louis probably had a recruiting value of 0 before Banks set up shop, so I didn't do the 'before/after' correctly. Retested with DC and NY, and found that Banks did give the expected recruiting benefit even when given command of an army.

Interestingly, Banks gave a +7 benefit in NY, +6 in DC... presumably to match the recruiting value or size of the city -- probably the latter, he gives a +6 in St.Louis as well.

Also curious, removing McDowell from the ANEV (northeast Virginia) then placing Banks in charge of the army counter generated the Army of the Cumberland.

Armies are renamed when their commander changes. It depends on where the army is when the commander changes. A good example is the CSA AOP (Army of Potomac) under Bory. When Lee is put in charge, it is changed to the ANV (Army of Northern Virginia).

The recruiting difference may be due to Loyalty/MC. I did some testing a while back, and found that they made a difference in the amount of CS raised in the city. I could never find a good explanation of the way they were calculated. See my attached post.

Just to clarify, the CSA army has to move back from Manassas to become the Army of Northern Virginia, if it's still at Manassas it will remain the Army of the Potomac.
