Army HQs build Depots?

Just had an army HQ get used instead of my supply wagons to build a depot. Is there anyway to avoid this in the future?
Army HQ was waiting one turn until the more senior general got his promotion, so it was not actively doing anything.
Edit: I just realized that my supply wagons were not at full strength. Ugh. Still didn't realize HQs could be used for depot building, I assume that's the case and it's not just a glitch.

It happened in a PBEM, so not sure if/how I can do that. Let me see.
Edit: And if you can walk me through how, it might save some time. My first two efforts failed. Keeps showing the start of the game, not the current turn. Clearly not doing something correct.

Ok. It did occur again.
I had two stacks in Culpeper, VA (Early Nov '61).
J. Johnston had the Army HQ unit and two supply wagons with him.
T. Jackson had one supply wagon.
Had them build a depot. It used the Army HQ unit and one supply wagon (Norfolk Ammos) from the Johnston stack to construct the depot.
The system does allow me to rebuild a new Army HQ from my supply pool after it is used (fyi)

Ok, I'm not a frequent computer tech guy these days--so hopefully this works.
I had to rename the backup files by adding a number (to indicate which folder they were in)
Let me know what else you need.

Odd, I used WinZip to zip em.
I can DL and open w WinZip from the site. It appears I put the entire path in there, so the files are down several folders, if that matters any.

This may be a side effect of engine evolution. In recent games, the subtype is no longer used, as it is derived from the family. Nevertheless I suppose that, if present in the data, a subtype will override the one calculated by the engine...hence the issue...just my 2 cents
May be make a try by changing the subtype in the HQ model and see what happen

The bug was always there, as the entry about a cost is about a SupplyType, and SupplyType covers families supply and services.
But it is now corrected in the latest code: I now assume that a cost in SupplyType for a structure means in fact a cost in the family Supply, exclusively.
