It's been quite some time since I played the game. Is 1.15 patch all I need to download to be up to date? Is there any other mod / patch that fixes any last bugs or additions that enhance the game like general pics for example?

I guess what I'm trying to find out also is there any behind close doors people still working on the game?

The 1.15 patch is comprehensive, so nothing else is needed.

Most of AGEOD's effort is going to new games (Rise of Prussia, Vainglory of Nations), but they haven't ruled out further changes to AACW. Several times, new advances in the engine have been back-ported to older games.

You might also check out the modding forums here. I'm fond of the "Struggle for a Vast Future" mod for AACW. It's an ambitious set of changes to the single-player big campaign (both sides). Clovis keeps developing this mod, but it's in a very mature state.
