Pardon all the questions, I am still studying this wonderful game's manual and forum.

I did some tests in the tutorial (which is all that I know thus far) and I could never get any of the Force's POWER to be affected by Supply Wagons.

I tried all kinds of stuff. I moved Crittendon to Henderson without supply wagons. So there were no Supply Wagons of any kind in or adjacent to him.

I waited a turn or two till his POWER re-stabilized (I guess recovering Cohesion loss from the move). Then I moved about 8 Supply Wagons to him in Henderson, and nothing happened to his POWER.

I tried a couple other tests like this. I could not get any of my Supply Wagon tests to get the POWER to move.

If you had 2 Supply Wagons, would it be a 20% die roll increase and so on?

How many units or Size of force will a Supply Wagon affect? Does command have anything to do with Supply Wagon?. Meaning, if you have one Supply Wagon attached to Grant and his whole Army is in the same Region, so they all get 10%?

Also, it said the Supply Wagon slows you down. Well, Supply Wagon is Wheeled and at 100% Speed Coefficient., so where is the 'slow down?'

In the battle resolution screen, it makes no reference to advantages gained by Supply Wagons. It lists their Def and Discipline, but nothing about a 10% advantage.

Its speed is relative. On the autobahn, they would move as fast as the horse(s) could pull them on flat concrete. But, how fast will those wheels turn in a Louisiana bayou? mud? rocky mountainous terrain? The game engine takes these into consideration and will penalise the supply wagon(and entourage) accordingly with a -10%, -25%, or whatever penalty. Sorry that I don't know more specific penalties, but you likely get the idea. So, the wagon might not be the limiting speed for infantry on a dry prairie, but they would not keep up with a galloping light cavalry regiment, and certainly not through rough terrain. These ain't panzers.

It's not a die roll increase. Your units have offensive and defensive fire values (regular line inf: 10/16). It is these that get the 10% bonus.
As for movement, each movement type has different movement values, if you will. Imagine a terrain chart with rows for line inf, wheeled, mounted, etc. and columns for each terrain. Wheeled units have a value slower than other movement types. The movement coefficient you see is relative TO THAT TYPE, not to other types.

The bonus is for the whole stack for what i know. No matter it has a regiment or 4 full divisions in it (nor you will get more than a 10% no matter you have 1 or 5 SW on a stack).
The bonus does not appear on the battle report, but is accounted for on the combat resolution system.
