Not in the same way as you can change the name of non-Army stacks. However, if you re-form the Army, it should get a more suitable name for its current area of operations

But remember to look through that army's former corps after that. Corps revert to normal forces when you disband their army...

And heaven forbid you rebuild it with a less senior general. You'll lose NM each time you reform the army.
