Div cap?

I know this may be an old subjct for people, but what is the point a division cap? Is it just there to force you to promote generals to 2 stars and form corps of loose brigades without commander penalty? Of course that is only workable now that anyone can be promoted to 2 stars now.

How do you do I change this to a much higher number. Unless someone can point out a reason that they think it is an important game balancer.

I believe the reasons for the Division cap is for historical accuracy reasons not for balance.

Having been an active part in said past discussions :) , I will try to explain the arguments:
- In favor of a division cap, the said historic argument (although due to some historical research by W. Barksdale, it seems that the division number is closer to 40 for CSA and around 70 for USA), the argument that even if the available troops would allow for greater in place divisions, many of the real raised troops were not front-line but militia, garrison, etc, and not as such organized, and a balance decision, that we have been told is a game design decision by Pocus and PhilThib, and as such is definitely not going to change in vanilla.
- In favor of no or greater cap, the feeling that there are (or should be) already sufficient limitations in-game - number of available generals, available draft/voluntary pool, supply limitations - and perhaps mainly a feeling of "artificiality", contrary to the rest of this great game philosophy, at least as some of us (your servant included) consider it - if we are able to raise troops, we should be allowed to organize them, provided sufficient resources are available.

Nevertheless, this argument is closed, maybe the only official change could be in the future a slight increase of the cap. But, this was easiliy moddable, and we can increase this limit, although I have not yet tried to do it in 1.14 (we have been told that the files to change are different, but I have had yet no time to check this)
