New to the game so pardon the question. Does the newest patch contain all the changes since the beginning? I've noted that many of the patches (eg. 1.13) state this is the case, but didn't see this with 1.14.

Yes, the latest patch carries everything from previous patches to the best of my knowledge. Clovis or Gray Lensman could tell you better than I among many others like pocus or Arsan, etc. There are many people that are responsible for keeping these forums informational & limiting the demeanor of posters. This is a great plaace to learn about the games.

Now there might be some things that have changed since the last patch. There are bugs, etc, that have to be worked out.

Hang in there someone will come along that can answer better than I.

Well, exactly in the post of Pocus in which he announces the patch, you have the following comment:

[color="Red"]The patch link below is a comprehensive patch, meaning it can be applied directly over your initial game installation setup version.[/color]

So, that mean yes...

Does anyone know if there is somewhere we might obtain the older patches as well?
