Different NM penalty for promotion when button pushed?

I have not seen this before and couldn't find anything with a search.. I have promoted several generals under the current patch and this is the only case it is happening.

Hindman is ready to promote to 2* after a successful battle. He will bypass Huger so as expected Huger will get angry and it will cost some VPs and maybe NM. Here is the oddity:

Before the promotion button is pressed, It says it will cost 0 NM and 22 VP:

After the promotion button is pressed, It says it will cost 1 NM and 22 VP:

Any idea what may be causing this? Which is correct?

And it probably is not related, but in this game Hindman 1* has improved from 4-1-1 to 4-1-2. Any idea if the defensive improvement will carry over to the generic 2* promotion?

When he is promoted, his experience (number, not stars) is cut in half. If the resulting experience is over 10, he will keep the extra def.
In my experience, the NM penalty before the button is pushed is the correct one. I don't know how this happens. Gray, any thoughts?

Regarding the +1 to defensive stat, Hindman probably has gained 10 exp and therefore his defensive stat was raised by 1.

Regarding the promotion penalty, I guess the only way to know for sure would be to test it. Very strange.
