Charlottesville, VA, is flying a green(?) flag indicating the number of forces in it. What does the green (olive drab) color mean?

Do you have a screenshot or a saved game showing this?

They have instituted strict recycling of spent ammo and are using iron bullets instead of lead.

Are the 2 forces Naval, check again maybe the flag is blue. Do you have any other cities flying green flags.

It happens on occasion, and it is not related to naval forces. For some reason, every so often, instead of blue, you have a green flag over a city.

LOL....just took a look at the save files myself,
The shadow from JEB Stuart's command icon (in the adjacent region to the west) happens to fall exactly upon the Charlottesville,VA flag, making the flag look dark yellow/grayish/green.
Move Jeb around a bit and the flag is back to yellow.

So, a yellow flag not always being yellow is not a bug then?

It isn't woth fixing, but it is still a bug IMO

It should at least *not* be forgotten about, because it is bound to arise confusion in the future too
