Lincoln's Order 2 and Sioux Events

I have a couple of questions about Union events I haven't seen any recent discussions on, apologies if there have been:

1) Lincon's General Order #2 requires twelve brigades to be kept in Washington until June 1863. November 1862 the force has marched to the sound of the guns at Alexandria so at the end of the turn they are in Alexandria not Washington. When is the twelve brigade requirement counted, is there any point in marching them back to Washington next turn or have I already disobeyed the Order?

2) The Great Souix Uprising event requires three brigades to arrive at the Great Plains within two months (4 turns I assume). I sent them from Cairo, they only arrived on turn 3. On turn 2 I got a message "The Great Souix Uprising (outcome)". Does this mean that I have already lost the VPs at stake, and the troops should get there in 2 turns not 2 months (other things were going on so I couldn't see exactly what VP change occurred)?

So does anybody know if we need to pay attention to these types of events or not ?

For the Great Sioux event, I believe that if you do not respond, you take a NM hit. If you do respond, you get a VP hit and not a NM one.
