how to Form Corps

Hi everyone, I just purchased this game and applied the lastest patch. I have a questions about to form corps. I am playing the full campaign of 61' the civil war april 2 theater, and I am in late August of 62'. I have a 2 and 3 star general located in the same city as my army HQ. I tried making a corps out of each of them, 1 contains just divisions, supply, signal, the oother contain brigades and such. However when i click the commanding general the form corps wont come up. Is this an error or is there a certain date when the confederacy can form corps, or is it not available in this scenario. I have tried everything I have already found on the forums nothing will work. When I play the other scenarios I have no problem with the corps function.
