My understanding is the intervention is a percentile die roll. ie, level 66= a 66% chance of intervention.
Is this right?
If not , what is the formula ?

No, that's not it
For full intervention to occur, you need to get the FI rating up to 100. Along the way, there are various things that happen, e.g. that the UK/France provide CSA with economic support in some ways.

Gray,
I must be wrong, because I have been at 60+ for quite a number of turns and nothing has happened. So I am either statisically unlucky or the fact it is 1863 and after emancipation there are hidden modifiers or something.

I think it has to be 100 for the events to kick in Captain. I had intervention once and it fired at 100 points, I got a certain amount of war supply per turn and control of the British and French forces

The British also recieve reinforcements every once and a while.
