PBEM industrialization question

I'm having my first PBEM game and I noticed something strange:
We are in early July and every turn I set light indus. on two regions, I only had once an upgrade message from the beginning of the game. It never happened in a game against the AI so I wondered if there was not a bug in pbem games which hide the upgrade messages to the non-host player or if upgrades were actually not well performed. Can you tell me more about this?

I dont remember any difference playing vs AI or PBEM, but not checked vs AI in the last patches. Just good or bad luck. Test yourself playing against AI "unactivated", run 10 turns, and look results.

I believe industrialization is very random, some times you can get no new factories, sometimes you receive a lot.

Expect only a 5%? chance (an independent die roll, non a cumulative) for every city you have in the state.

So if you have 5 cities in the area, expect 5 die rolls, each with a 5% chance.

I believe, sustained investment increases this chance. Perhaps investing every turn adds a 1% to the initial 5%?

Results already checked with 1.12 on three games... Well, for a first PBEM let's say it's very bad luck, particularly with the disastrous battle against the killer balloon… I will wait some more turns, if no message display I'll write on this post again.
