Colored Volunteers / Colored Mobilization

Grand Campaign, its now November 62 and i have two new draft options: "Colored Volunteers" an "Colored Mobilization".
I choose "Volunteers", but in the next turn my monthly conscripts are the same. (+80) :confused:
The description says, that my conscription potential will be raised by 12%. So i expect 89 conscripts in the next turn, but nothing has changed...

Ist this maybe a bug?

I believe it means +12% total when you use the volunteer\draft options.
