New Units and City Control

First I apologise as i am sure there was a similar thread around here somewhere but do you think I could find it 
Anyway 1.11d. I am CSA PBEM I hold no towns in Missouri.
Yet I am still being given the option to build militia there.
If so where do they appear?
It was a late at night a couple of nights back, but I suspect I bought as lone Missouri militia just to see where it got built because it was PBEM I forgot all about my experiment, but I have a suspicion I didn't get the unit despite paying for it.
If so, if you don't have any towns in he region there is no use wasting resources building units that won't be placed, correct
