Odd Placement and Unknown Event

Game is me-USA vs. AI-CSA, version 1.11d, no mods.
Item #1 is the game's selection of the Great Plains to build a new HQ and a Field Hospital. Doesn't seem quite right!
Item #2 is an Unknown Event.

I've seen that Unknown Event Type 27 a couple times as well. Same setup as you, 1.11d, no mods.

I don't know about event type 27, but item #1 can be easily explained. See the little gold star next to Ft Laramie? Apparently the bureaucrats and congress-critters were so scared by the loss of DC that your new temporary capital is at Fort Laramie. I doubt you'll have much luck running the country from there, but at least the chance of it being captured by rebels is low. I would advise relocating to a more strategic location immediately.

Hmmm...maybe I'll just leave it there. Maybe the war will go better with the bureaucrats far away!

Event type 27 = "Economic sunrise" Inflation lowered by 1 point.
Was broken in 1.11d but fixed for 1.11e beta

Actually, that star indicates it as a strategic/objective city (not 100% sure about the graphic distinction between the two). Capitals are marked by capitols
