Anyone know what the flag next to Memphis means?
My USA troops have been in control of Memphis for several turns.

It means the troops you have at Memphis are irregulars or volunteers, and that you are not earning victory points there.

Memphis has fallen to Barbarians. Lots of irregulars will spawn there and they will attack both sides randomly.

Here are the units I have in Memphis that are generating that flag. (No units in the region, just the city.)
