Owning a Region

What constitutes owning a region?

ie; a region with no city, fort etc.

I move some Union troops into a Confederate region to take it over.

When will that regions flag be the Union flag?

When your control of the region exceeds 50%.

Control builds up over time, as long as you have troops in the region. Larger forces, and regular troops instead of militia build up control faster.

In absence of troops control slowly turns to the side that is favoured by the inhabitants of the region.

You can influence the support of the population by using the options to suspend Habeas Corpus or installing Martial Law (in the ledger). In my opinion that isnt working very logical though, and I never bother with it.

Hi!

You have to check the Military Control % of the region. The side that has more than 50% MC (Military Control) "owns" the region.
In your case, as you pass by a region the troops will improve your MC of the region, but it depends of the number and type of troops if they will increase enough to reach the 51%.
Also the loyalty of the region is very important. If the region is loyal to you the MC will change in your favour fast. If not, you will need much more troops there.
Also if you left a unloyal region without any troops there the MC control will decrease over time.
In your case, to own a confederate loyal region without a structure you will probably need to pass by with a very big army or stay there for one or two turns with a big brigade/division.
But count with progressively losing MC as soon as you leave the region.
In any case, owning an empty regions is not really important many times.
The main point in this case is achieve more than 25% MC so your supplies can pass thought the region. Specially important on region with rail roads you can use as supply highways.
For this, on hostile areas you will need to keep some militia there as garrison permanently.
Out of this supply corridors, the important thing is to own the towns, not the empty areas.

Regarding MC, Loyalty, and ownership of forts:

It was recently pointed out that fort loyalty was taking an extraordinary amount of time to switch. This was rather a silly situation, as once you have taken a fort region, you own the fort. It is now fixed, such that once a fort is assaulted/captured and the MC of the capturing army in that fort region reaches or exceeds 75%, the loyalty is immediately adjusted to 100% for the capturing side. This usually takes 2 turns or so, which I thought was not too long, and simulates getting the fort back into shape from the seizure. I'm not sure which patch it will be available in, hopefully the next one, but it has been tested and works like a charm. This was accomplished by defining 2 new events for each fort on the map, that fire each and every turn thoughout the game checking for MC of the current owning player. (total of 44 new events in the "Various Events.sct" file).

"Owning" a Region!!

OWNING a region? Even the huge King Ranch in Texas did not "'own" a region. This is America!! The people own any region they live in!!! States, counties and cities may own real property within a region but only with the sufferance of the citizens. This is not Germany out here. By the way, The [**] Russians had better get the heck out of Georgia - NOW. I saw a Russian tank on the news with a doggone RED star on the forward aiming site!! Somebody is living in the past; his initials are "VP." :king: :grr: :p apy:

of course, america looks pretty darned silly 'demanding' that russia do any-'ol-thang while our 'people own any region they live in' (eg. iraq). Somebody is indeed living in the past; his initials are "GWB," and i can't wait to rid us of this clown! :cwboy:
