Mountains

What exactly are the effects of mountains? The manual says "the same as wilderness with increased penalties for horse and wheeled units."

Wilderness
Movement:
Severe
attackers:
Severe penalty for line
units. Moderate bonus
for Irregulars, when
ambushing.
- Bonus of 1 to
Hide Value.

So I' m wondering what it means in regards to horse. Horse units are penalized in a combate sense *and* movement? Does it mean they get even bigger penalties than line?

Mountains own against cav and arty. Both due to both frontage, combat and movement penalties.

That's nice for cavalry, if you can keep them supplied and the weather isn't atrocious. Cav does ok in the mountains in good weather.

yeah...mountains are cavalry and artillery hell. A couple of well placed brigades and a battery of artillery could easily hold off a division or more if defending in the mountains.
