Quick promotion question

Hi

As the title syas, what is the procedure to promote once someone's 'is promotable' tab is flashing please ?

Go to that leader's stack and look into the command buttons for the medal which should also be flashing.

When the general to promote is NOT the stack commander, i also unstack him before promoting him.
