Andrew Foote was wounded, in his first battle against a single force!. his fleet fled to the Gulf of Mexico (blockade box). He recovered in Evansville, Posey, Ind. the Kentucky Bde, Evansville Militia & Indiana Arty were located here, so I decided since it's early, let me see if I can make a division, and it worked.
I was not aware that this was possible, he has a 3-3-3 rating, + artillerist so for now I will let him lead a ground force and see what happens. When I get better Generals I'll give him back his fleet, if he survives, maybe.
