Indian Territory loyalties

I have some problems with the Indian territory loyalties while playing with the Rebs.

It seems that there is a small loyalty swing during sometime in mid ´62 even (in favour of Union) if there are no federal units nearby.

I usually send a Brigade of Texans with Sibley (+ a few Rangers) to assists Stand Watie. Could this be a reason? The natives can't stand the sight of fork tongued palefaces?

Bigger question, and I am looking for enlightenment because I could very well be wrong; but what does it matter what happens in Indian Territory?

Indian Territory is really only good for one thing; to hide raiders that can strike on Kansas/Missouri. Particularly after you lose Fayetteville, which is a better base. Other than that, there aren't points, war supplies, recruits, anything up there that will help you win the war. Even if you get too active with Raiders, if I am the USA I'll send an expedition down to burn all the villages, ending your supply sources. I suppose you keep the USA from using it, but what are they going to raid, North Texas? That is equally a wasteland. It needs to be there for the game, but in game terms is pretty pointless militarily.

Am I missing something?

No, you are not missing anything except...

that I'm interested of why does the loyalty levels change by themselves (without any federal action in the area).

Your other points are valid though. This is not a biggie after all...
