Problem with Sieges (BUG?)

I am playing the CSA.

In the far west along the side of the map I have simultaniously been besieging x3 cities for 3, or more turns and all three of them are completely empty, but they will not change to CSA Control.

Furthermore although I do get a readout under the tool tip that the cities are Besieged there is no map icon indicating they are under siege.

The three cities in question are Council Bluffs, Omaha City, and Lawrence.

While it is true my stacks are just cavalry and Rangers I was able to use them to siege and take over other cities on my way up there.

Anyone know what my problem is?

At the begining of the game you can't take control of a city where loyalty is less than 50% with cavalry only stacks .

This changes when your cavalry is upgraded to "late" type (sorry but at the moment I don't remember when it happens, certainly around 1863).

I think this rule was added to avoid unhistorical attack by cavalry on depots deep behind the front line and also to avoid a small 600 men cavalry regiment controling a city like Cincinatti or Philadelphia.

That sounds like a very good rule actually.

So let me get this straight.

Cavalry Only Stacks cannot Assault a structure and take it over if the Citizen Loyalty is less than 50% in your favor? I would presume Military control is also a consideration, but that is easily changed with a little effort and more often without even trying.

The only other clarification might be to ask what other type elements fall under the same catagory as Cavalry for this purpose.

Obviously Rangers act the same as cavalry in the restriction, so I would assume all the other specialty units like Partisans, Bushwackers, etc. will not work either, nor will a single Horse cannon help as I had all of those with me.

The Indians won't work either, so what is left.

I would have to presume then that LINE, LIGHT, and MILITIA will all work.

Can you think of anything else?

Without getting wrapped up in details, the basic idea is that if you want to take a town or city or fort in the first half of the war, bring infantry and artillery. Always bring the guns, anyway - always - just do it, you'll be glad you did.

Athena is a superb program, but people were kinda tired of perpetually having to guard Chicago against Stand Watie in 61 & 62. Early Cavalry is limited by the rule - later on, Cav can take an unprotected town.

But bring Horse Artillery when you do this - you will be much happier. Can you seize somethig without guns? Yes, you can, but it takes longer, etc.
