Popular support for the government

What is the game effect of popular support for the government as expressed by region? I know that if you have a certain popular support level, you get more information about enemy troops in that area. Does popular support also affect your ability to draw supplies or forage? How about combat effects (aside from intelligence)?

I'm working on a MOD with Andatiep, in which the southern regions will give the USA a level of support roughly equivalent to the proportion of that region's population who were black (not all blacks supported the Union, but a large majority did, and there were also white Unionists throughout the south). But I'm wondering what effect this will have on the CSA's military capabilities and supply production.

So Arne says that there is a production effect and gives the example of an increase from 0% to 30% loyalty increasing production by 60%. What is the formula? I'm guessing >=50% loyalty means full production, reduce by 20% for each 10% decrease in loyalty down to zero. Any bonus for being above 50% loyalty?
