As Union, I aim to have 600 rail and 300 river eventually. Spending 20-40 per turn on rail and 10 or so on river per turn will get you there. This is a game of logistics as much as anything else.

Slick Wilhelm, I don´t know if you already know that the implementation of political freedoms has consequences.

* Full Liberties

It´s the standar policy and the most appropriate for allied regions.

* Habeas Corpus suspended

This policy ensures that loyalty won´t drop below 15%. The drawback is that loyalty won´t rise over 85%. In addition, the strategic cities which are controlled by us in that State will stop produce VP while this policy is active.

* Martial Law applied

This policy ensures that loyalty won´t drop below 30%. The drawback is that loyalty won´t rise over 70%. In addition, the objetives cities which are controlled by us in that State will produce negatives VP while this policy is active.

So, think carefully your decision!! :sherlock:

But the only direct affects of having low loyalty in a region are that partisans could be generated there -please correct me if I am wrong or missing something.

From the manual:Loyalty:
... High Loyalty within a region will give the following benefits:
Effects
· You don’t need to garrison Objectives in order to earn VP’s.
· The locals will provide you some intelligence as to the enemy’s whereabouts
· The region will produce more Supply, Resources, and Money
· If the enemy occupies a region loyal to your side without leaving enough of a garrison, its Military Control will gradually shift in your favor and there is a chance that Partisans will appear in the region
· If a region is very hostile to the occupant (10% or less Loyalty), non-garrisoned cities may even openly revolt, in which case an enemy unit will appear and take control of the city


So suspending Habeas Corpus could alleviate you from having to garrison cities to prevent the good towns people from revolting, but that certainly wouldn't prevent other units, such as partisans gathered from elsewhere, from riding in to town and taking over and/or destroying depots. So IMHO it's not a very good strategy to protect your cities.

Declaring Martial Law will raise the minimum loyalty to 30% thus possibly lessening the chances of partisans from appearing in that state, but at a cost of VPs.

I personally never use either. I garrison every city and harbor that I 'liberate' with at least a militia regiment. Those pesky partisans are held at bay by this and simply have nowhere where they can really do anything. Of course, I've only played against Athena until now. A human player might whip my behind with this strategy :blink:
