What does the papierclip in front of a saved game in the 'Load Game' menu mean?

It means that your turn has an accompanying .ord file. Which means that you have some orders saved for your turn already.

If you are playing PBEM then two red paperclips means the host has both current orders and can confidently run the turn. In hundreds of turns as a guest player I have never missed a turn. So it must be a good system.

Also in PBEM it tells you, when you go to process a turn if your opponents files are missing, which frankly is a brilliant feature.

says somthing like "are you sure you wish to process this turn, your opponents orders are missing"
