Why doesn´t appear the Victory message??

I´m playing a game and below is the objective window and I don´t know why doesn´t appear the Victory message and the game continues.

After your message, I have run a new turn with IA (without my oppnent´s order, because we took the game as ended) and the NM USA and CSA haven´t moved and appear the Victory message at new tuen,
I ever thought that the victory message was automatic, at the same turn.

Yes I can verify Manstein's claim about the end of game not showing after the levels were reached. Maybe we should have played an extra turn but it still seems odd.
