After Mt. Vesuvius erupted and destroyed my paved roads, I can't create the road system again, not even public works. Is this intended?

are you sure? is the building on the right hand side among available builds?

Only reason for asking is I've always been able to replace lost buildings but mostly they have been in-city types

Insn't paved roads the finance building? If so your region might have to many options for other finance buildings and the likelyhood to be offered paved roads as a construction is very low. Don't think I've built any yet.

The bit about public works is odd. Are you playing Rome? If so try to move a legion into the region and see if you can build it that way.
