There's no area to recruit these and the error message when trying to recruit is that there is no special structure present. :bonk:

Searry, new to me, I have just used naval transport present. I will attempt to see if I can get the same error.

I personally use galleys to transport stuff in the major rivers like Vistula->Wisla etc.
River transports can build depots so that would have been great.
