spanish succesio war navy problem

i am really enjoyin spanish succesio war navy mechansm yet i came acros a sttrange problmes
after the new patch it seems that i lack cotrol points in every navy
when i move away one single unit all is back to normal - admirals can easiley control its navy
even if i move the unit back to navy stack
yet in everey new turn i find the very same navy that was "in control" again out of comannd points....
